Former Federal Employee Convicted of Child Pornography Enterprise

It seems that corrupt and despicable people are being hired to work for the federal government, as the headlines show and FBI Report indicates. I cannot remember an executive branch administration ever being so corrupted with scandals, abuse of power, and dereliction of duty in any administration in my lifetime.
A former acting director of cybersecurity at the U.S. Department of Health and Human Services [2008-2014] … Timothy DeFoggi, 56, was convicted of "engaging in a child exploitation enterprise, conspiracy to advertise and distribute child pornography, and accessing a computer with intent to view child pornography." His sentencing is scheduled for November.
It has not been determined to what extent DeFoggi's child pornography solicitation, which included a “suggested meeting one member in person to fulfill their mutual fantasies to violently rape and murder children”, website overlapped with his work at the Health Department.
A government document listed “Tim DeFoggi” as the head of “OS IT Security Operations”, indicating he reported directly to the department's chief information security officer. The child porno site operated out of Nebraska.
DeFoggi will be sentenced in November. Conviction of engaging in child exploitation enterprise carries a sentence of 20 years to life in prison. This same man worked in a government office that was responsible for protecting government networks across the country from cyberattacks. During his career he was also responsible for new technologies for the US intelligence community, the State Department and the US Army. So much for thorough background checks.
A good start of cleaning out the federal government would be choosing candidates this congressional election year who will abide by the Constitution, use its articles and amendments as guidelines for our government without looking for loopholes, abide by their oath of office, and earnestly seek true reformation of our federal government to include reducing bureaucracy that stifles the economy and oppresses our rights and liberties. We need a Congress that will seek out the perpetrators in the myriad of scandals in Washington DC, starting at the top in the executive branch.
In 2016, we need a president who puts our nation and its people above politics and political party loyalty; someone who uses common sense and applies foreign policy that benefits the United States and does not cripple our national security. We need a government less intrusive and demanding of its citizens to finance their overspending – we need constitutionalists.
We also need legislation/amendment that will demand that anyone applying to be a candidate for an elected federal office pass a national security background check (like they require to purchase firearms) before being allowed to campaign for office. If this had been in place in 2008, Senator Obama would never have passed to become a candidate for the presidency, including members of both sides of the political aisle in Congress.
Employees in federal government are required to pass a security background check, so why don't their elected bosses fall under the same rules?
The same reason why elected officials don't want ID requirement to prove qualification to vote and prevent multiple voting. ID is required by the government for purchasing firearms, air travel, and so on – but voters should not be required because the Democratic-Socialists say it is unconstitutional. Well, so is the ID system for other facets of public life, if that were true.
